About the Event


The European steel industry is facing a profound crisis: overproduction, capital-intensive investment needs and oligopolistic competition now collide with the imperative of rapid decarbonisation. Mass layoffs and delayed green steel investments are unfolding across the continent, all while major producers report billions in profits.

How can Europe resolve the growing tension between climate neutrality and industrial competitiveness? Is the current model of derisking investments sufficient – or does the scale and nature of the crisis require a more fundamental shift toward public ownership and planning?

The new study by the Rosa Luxemburg Foundation and communia examines the structural crisis of the European steel sector, situating it within EU industrial policy and the broader political economy of decarbonisation. It argues that the existing approach – preserving the status quo through subsidies and market-correction mechanisms – fails to address the underlying structural contradictions. Instead, the study makes the case for public, democratic ownership and coordinated European planning as a viable path forward.

The event will feature a presentation of the study’s key findings by its authors, followed by a panel discussion with representatives from trade unions and industrial policy experts (full list of speakers to be announced shortly). Together, we will discuss how Europe can secure jobs, decarbonise heavy industry and regain democratic control over strategic production.
