About the Event 


This event is dedicated to examining the growing scale and complexity of hybrid threats targeting the European Union, its institutions, democratic processes, internal market, and critical infrastructure.

Hybrid threats constitute a sustained and adaptive challenge to the EU's democratic governance, internal market integrity, and societal resilience. While the EU has developed a wide range of instruments, spanning foreign information manipulation, cyber resilience, digital regulation, crisis coordination, and economic security; important questions remain regarding coherence, coordination, and democratic oversight.

The event will centre on the presentation of an S&D-commissioned independent study by EPIC: "Strengthening EU Responses to Hybrid Threats," followed by a panel discussion with experts and practitioners. The study assesses the EU's current response architecture and proposes practical, legally feasible options to strengthen coherence, preparedness, and effectiveness, with strong safeguards for fundamental rights and democratic accountability.
