With Member States now finalising their Social Climate Plans (SCPs) by June and submitting their National Building Renovation Plans (NBRPs) by December, 2025 is a crucial year for supporting Member States in ensuring coherence between how these EU policies are implemented at national, regional and local levels.Commissioner for Energy and Housing, Dan Jørgensen is developing a Citizen Energy Package which will introduce measures to combat energy poverty, including energy efficiency and large-scale participation in production, consumption and sale of renewable energy. A cross-cutting view should be taken to ensure measures are effective in alleviating energy poverty and improving the lives of countless EU citizens.Responding to the urgent housing crisis, Commissioner Jørgensen is to develop the European Affordable Housing Plan, which presents a major opportunity to address the root causes of energy poverty by prioritising renovation efforts especially for vulnerable households, lowering energy costs, and improving housing quality. Using more cohesion funding for affordable housing is a major discussion in the current policy debate to support the provision of affordable housing.To ensure the success of the Citizen Energy Package and the European Affordable Housing Plan alongside effective implementation of the EPBD, EED and the Social Climate Fund, it is essential to draw on real-world experiences of how energy poverty is tackled at the local level. Effective policymaking must be informed by the challenges faced and successes achieved by local actors when implementing energy efficiency and renovation measures, particularly in regions where energy poverty is most severe.Habitat for Humanity International and BPIE (Buildings Performance Institute Europe), as part of the ComActivate LIFE project consortium, are organising a high-level roundtable that brings together representatives from the European Parliament, European Commission, and experts from CEE to explore these issues in detail.
