The report and the recommendation were published by the European Systemic Risk Board (ESRB) on 20 October 2025. The recommendation seeks to address systemic risks arising from third-country multi-issuer stablecoin schemes. Such schemes facilitate the access of global stablecoins to the European market and create issues for an effective enforcement of the EU regulatory framework for crypto-assets, MiCAR.
