ESRB Report on Crypto-Assets and the Recommendation on Stablecoins
Francesco Mazzaferro, Head of the ESRB Secretariat, Professor Richard Portes, Co-Chair of the ESRB Crypto-Assets Task Force, and Anton van der Kraaij, Head of the ECB's Financial Regulation and Policy Division, will present the ESRB report on crypto-assets and the recommendation on stablecoins.
The report and the recommendation were published by the European Systemic Risk Board (ESRB) on 20 October 2025. The recommendation seeks to address systemic risks arising from third-country multi-issuer stablecoin schemes. Such schemes facilitate the access of global stablecoins to the European market and create issues for an effective enforcement of the EU regulatory framework for crypto-assets, MiCAR.
