What is the current military and political situation in Ukraine? Wolfgang Richter
In his almost 42 years of military career in the German Armed Forces, Colonel (ret.) Wolfgang Richter was entrusted with various commanding positions and general staff functions. During his assignments to NATO Headquarters Europe and the German Ministry of Defence, he dealt with defence planning, nuclear strategy, the concept of the Bundeswehr, arms control, and verification. He was senior military advisor and head of the military section of the Permanent Representations of Germany to the Conference on Disarmament in Geneva, the Disarmament Fora of the United Nations in New York, and the Organization for Security and Cooperation in Europe (OSCE) in Vienna. He represented Germany in the Joint Consultative Group for the Treaty on Conventional Armed Forces in Europe (CFE) and in the OSCE de-escalation missions during the conflict in Georgia in summer 2008.
After retiring in 2010, he worked for 13 years as a Senior Associate at the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik / SWP) in Berlin. Since 2023, he has continued his research as an Associate Fellow with the Geneva Center for Security Policy (GCSP). His areas of research include the role of the OSCE and arms control for the European Security Order, NATO-Russia relations, conflicts in post-Soviet spaces, and military and nuclear strategies. He has written numerous publications, most recently on the Russian war against Ukraine and the potential stationing of U.S. ground-based intermediate-range missiles in Germany.
Prof. Petr Drulák
Petr Drulák is a Czech scholar, diplomat, and activist. He is a Professor at the Department of Politics and International Relations at the University of West Bohemia in Pilsen and the founding chairman of the Czech association Svatopluk. He was the Ambassador of the Czech Republic to France and Deputy Minister of Foreign Affairs. He publishes extensively on international relations and Czech politics.
